Parashat Ekev, Chapter 8, Verse 15

{15} who led you through the great and terrible wilderness with its seraph serpents and scorpions, a parched land with no water in it, who brought forth water for you from the flinty rock;

How do we lead people along the way?By speaking with them.

And how shall I speak, when I need to set speech apart, because it is important and not a trivial matter?

May I preserve the ability to speak toward those who need my guidance. And yet, how can I do that if I am constantly using my tongue to speak? Am I not heard when I do not use speech?

If from here we learn the value of speech, then the entire verse must be understood: the one who needs my guidance is specifically the one who is in the wilderness. And still, the question remains in place: does a person need to hear my speech, or may I remain still?

Regarding stillness, one must understand that stillness is not the same as silence. Silence exists when there is no desire to speak, whereas stillness is a way of speaking without speaking. Q.E.D.

Another interpretation:

Life too is like a wilderness. It is something great, but it can also be somewhat terrifying. “Terrifying” in Aramaic is nura — fire. And the Gemara says that there are three things a person can gaze at endlessly: fire, water, and a person at work.

And just like with fire, when looking at a person who is active, one must see whether at that moment he is acting like a waterfall of water, so that one may draw near to him, or whether he is acting like a flame, and one must keep a distance.
